Since the records at the .gov site only go back to 1978, I don't think you could find all registrations for films released before 1978 there. Perhaps you could find films that were registered a good while after the release date.

Registration (at any time during the first 28 year term)
Timely renewal (within the 28th calandar year window*)
copyright could be forfeited if published without correct notice or
not timely renewed

1964-1977
Correct Notice

Registration is only required for evidentiary purposes in pursuing
damages actions against infringers


So it seems that registration was not absolutely required for films released after 1963. Perhaps the copyright-holders have had no luck "pursuing damages actions against infringers" because of failure to register? I don't know.
